Why this Information Is Important: State environmental regulators conduct scheduled inspections of the terminals as part of their air and water permits. This information helps people see what the state regulators check for, how often inspections happen, and whether the terminals are following the rules. See where problems have been found, learn how enforcement works, and use the reports as evidence when pushing for better dust control measures, stronger air and water monitoring, and/or changes to future permits and policies.

Overview

The Virginia Department of Environmental Quality (VA DEQ) routinely inspects the coal export terminals in Southeast Newport News and Lambert's Point as part of their minor New Source Review (NSR) air permits and water permits under the Virginia Pollutant Discharge Elimination System (VPDES). These inspections are scheduled and different from inspections in response the residents' complaints, which are archived separately:

Make an Official Complaint

You can make an official complaint to the VA DEQ Tidewater Office through myDEQ portal or by calling (757) 518-2000.

You can also register a complaint with the U.S Environmental Protection Agency (EPA) Region 3 Office ECHO tool, which allows video and photographic evidence to be uploaded as part of an observed violation.
